In defense of a culture of assessment
Abstract
This text proposes encouragement of a debate on the culture of assessment. The assessment concept is adopted as a process for determining the value or merit of an educational object, which should culminate in recommendations to guide policies that have an impact on the educational system itself. It elaborates on the concept of a culture of assessment by explaining how different areas that are under the influence of an assessment program can, in turn, address this, creating new assessment needs. Using Chile as an example, factors are detailed that facilitate or inhibit the development of a culture of assessment as well as the effects on the general public and political debate. The text underscores that this culture can produce a virtuous effect when there is improvement in educational service. A vicious cycle is produced when the results merely translate into a project aimed at achieving what is explicitly intended by the assessment system. In other words, the students learn whatever the assessment intends them to and the entire school is geared towards target covered by the system itself.
